BACKGROUND ANALYSIS:


 

City of North Miami Beach Sewer Department maintains City sewer lines. As part of our ongoing maintenance and infrastructure management program, the ability to inspect sewer lines internally is critical. Department current capabilities are limited, requiring either manual entry into confined spaces or the use of contracted services. These methods are not only cost-intensive but also delay inspections and compromise responsiveness.

 

City of North Miami Beach sewer department would like to procure The D8-C550, a CCTV inspection system from CUES, Inc utilizing Houston-Galveston Area Council piggyback contract effective from July 01, 2024, through May 31, 2028. The system is designed specifically for underground pipe and sewer inspections, making it ideal for detecting root intrusions, cracks, joint separations, blockages, and other structural defects. It will enable targeted repairs and reduces the likelihood of emergency backups or environmental discharge events. It also helps real-time, high-resolution visual data, allowing maintenance teams to assess pipeline conditions accurately and prioritize repairs before issues escalate, lowering the long-term cost of reactive maintenance and emergency response. CCTV inspection system significantly reduces reliance on third-party inspection services, saving on recurring contractor fees. It minimizes the need for confined space entry, enhancing worker safety and adhering to OSHA safety standards. The system delivers documentation-quality footage suitable for regulatory reporting, permitting, and insurance purposes.

 RECOMMENDATION:


 

The NMB Water Director and Chief Procurement Officer recommend that the City Commission approve and authorize the Interim City Manager or designee to approve a piggyback Contract with CUES, Inc. to procure D8-C550 FLEXITRAX Small Standard Package, a portable CCTV inspection system, to support routine and emergency inspections of sewer lines for structural integrity and blockages.

 FISCAL/ BUDGETARY IMPACT:
 

Requesting a Purchase Order for the allocated amount of $74,205 as approved in the adopted FY25 budget appropriation.
