The Norwood Water Treatment Plant requires replacement and service parts, including valves and actuators, at the Nano and Reverse Osmosis Water Plant.   Fluid Control Specialties, Inc. is the sole authorized manufacturer’s representative for DeZURIK, Inc. brands and products including Red Valve and the sole and exclusive municipal representative for Rotork actuators in the State of Florida. No other representative can sell products, provide OEM replacement parts, maintenance, repair services, field services and technical support.

These replacement and service parts are necessary for maintaining the efficiency, compliance, and longevity of the Nano and Reverse Osmosis water plants, ensuring optimal performance, reducing downtime, and preventing costly failures. These parts help address wear and tear, maintain water quality standards, and support preventive maintenance.  

A Notice to Sole Source (Ref: NTS-2025-019-KC), was published on the OpenGov E-Procurement portal on March 3, 2025.  The notice outlined the City’s intention to proceed with the sole-source procurement methodology for the purchase of DeZURIK, Red Valve & Rotork Service and Replacement Parts from Fluid Control Specialties, Inc. During that period, the City did not receive or could not substantiate the same products or services from alternate vendors.

The NMB Water Director and Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to approve the Sole Source purchase with Fluid Control Specialties, Inc. in the estimated budgeted amount not to exceed $555,108 for the purchase of DeZURIK, Red Valve & Rotork Spare Parts replacement and service parts.  This purchase is essential to maintain the reliability and operational efficiency of the water treatment plant’s equipment. Fluid Control Specialties, Inc. is the sole provider of these specialized parts, ensuring compatibility and performance, which is crucial to avoiding system downtime and ensuring compliance with water quality standards.

Requesting a Purchase Order for an amount not to exceed $555,108, as approved in the adopted FY25 budget appropriation.
