 RE: Resolution No. R2025-81 Award - Approving the Ranking of the Three (3) Most Highly Qualified Firms that Responded to Request for Qualifications RFP-24-048-SG School Zone Speed Detection System and Monitoring Program (Shereece George-Depusoir, Chief Procurement Officer)


Description
 
BACKGROUND ANALYSIS:


 

A Request for Proposals was issued for the School Zone Speed Detection System and Monitoring Program.

 

The purpose of this program is to implement, maintain and administer a school zone speed detection system and monitoring program across multiple school zones within the City, as outlined in RFP-24-048-SG.

 

The solicitation was posted on the City’s website and BidSync, with electronic notification sent to over 16,300 suppliers.  At the proposal submission deadline, five (5) proposals were received from the following vendors:

 

§  Altumint

§  Blue Line Solutions, LLC

§  Jenoptik Smart Mobility Solution, LLC

§  RedSpeed

§  Sensys Gatso USA

 

The Procurement Management Department conducted an administrative review and deemed all proposals responsive. An Evaluation Committee was established by the City Manager comprising of one Police Captain of the City of North Miami Beach and two Lieutenants from Town of Golden Beach and the City of Sunny Isles Beach, respectively.

 

On March 27, 2025, at a publicly advertised meeting, the Evaluation Committee submitted an initial scoring of the responses.  The Evaluation Committee conducted a public discussion regarding the established evaluation criteria, including but not limited to: Qualification of Professional Personnel, Project Approach & Understanding, Past Performance and Price.

 

The Evaluation Committee has determined that the three (3) highest ranked respondents are:

 1st  RedSpeed

2nd Altumint

3rd Blue Line Solutions, LLC

 RECOMMENDATION:


 

The Interim City Manager and the Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to negotiate an agreement with the highest ranked respondent and if negotiations are unsuccessful, with the next highest ranked firm successively, until an acceptable agreement can be recommended for the City commission consideration and approval.

 FISCAL/ BUDGETARY IMPACT:
 

As approved in the adopted budget appropriation.
