This memo serves as a response to the Commission’s request for information to investigate the approximate cost impact to residents for increasing recycling service to a weekly frequency.


Per Coastal, weekly recycling service would result in an additional $3.50/monthly fee per account.


However, Coastal is willing to consider providing:
• Weekly recycling services at no cost
• A clam truck asset staffed with a full-time laborer (labor, fuel and tipping cost covered by Coastal) for 5 days/week to be managed & directed by City of North Miami Beach
• Fully pay to convert existing Clean Team Part-Time positions to Full-Time.

 
In exchange for:

 
• Construction & Debris franchising (franchise fee collected to city will support deficit reduction). The estimated “Monthly” Franchise & Solid Waste Fee benefit to City at minimum: $15,120 (approx. $181,440/annually) *
• Ordinance change to move all bulk & residential staging out of the alleyways to the front of properties for pickup (effort to reduce illegal dumping activity, reduce residential property damages/claims, provide adequate clearance to access trash, reduce meter box damages in alleyways and ability to identify offenders and enforce)
