|
| | | | | | | | Description
| | BACKGROUND ANALYSIS:
| The City of North Miami Beach seeks to achieve zero traffic-related fatalities by 2050. Currently, the City's fatality rate stands at 1.21% which is higher than the overall rate of Miami-Dade County (1.03%). The City has identified several areas of concern, including increased traffic complaints along local roads being used as cut- throughs and a location that has reported 14 accidents in the past three years. Additionally, the community has become a hot spot for drag racing and stunt driving, posing significant risks to residents, particularly in transportation disadvantaged areas where youth frequently walk to school or the local community center.
The City has engaged in collaborative efforts with Miami-Dade County, Florida Department of Transportation (FDOT), and the South Florida Regional Transportation Authority/Tri-Rail commuter service to enhance safety, support affordable housing near transit, attract employers, and promote connectivity. These efforts have yielded positive outcomes as NMB received a National Safety Council Road to Zero grant award in 2019 to implement traffic calming measures in seven accident-prone areas.
The City applied for a grant under the U.S. Department of Transportation (USDOT), Federal Highway Administration, Safe Streets and Roads for All Discretionary Program, which supports the USDOT's National Roadway Safety Strategy. The purpose of the grant is for the creation of a Neighborhood Traffic Calming Action Plan. The City was selected for a grant award in the amount of $200,000, and is prepared to meet the 20% match requirement, resulting in a total project budget of $250,000.
The Neighborhood Traffic Calming Action Plan will focus on implementing a Vision Zero Transportation Action Plan aimed at enhancing transportation safety and reducing traffic-related fatalities. The Action Plan will address the Five "E"s of Vision Zero, namely engineering, education, evaluation, equity, and engagement.
The Department of Public Works is currently conducting traffic studies for the areas identified below and is expected to use grant funds to estimate the cost of traffic calming projects for one or more of the following:
• NE 175th and 5th Avenue Roundabout
• NE 155th & 12th Avenue Roundabout
• NE 168th & 21st Roundabout

• NE 13th Avenue Traffic Calming
• NE 180th Street & 13th Avenue Traffic Calming

The City aims to make significant strides in improving transportation safety and reducing fatalities.
