RE: Resolution No. R2023-43 Purchase of Additional Inspection Services for Business Tax Receipt from C.A.P. Government (Edward Ng, Interim Community Development Director)

Description

BACKGROUND ANALYSIS:

WHEREAS, pursuant to Chapter 166, Florida Statutes and Section 1.4 of the Charter of the City of North Miami Beach (“City”), the City shall have all available governmental, corporate, and proprietary powers and may exercise them except when prohibited by law; and

WHEREAS, Section 3-4.3 of the City Code allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines. The City of Miami Beach issued and award RFQ-2019-050-WG for “Plans Review and Building Inspection Services” to C.A.P Government. The initial term of the C.A.P Government agreement was effective October 7, 2019, through October 6, 2022, with the option to renew for two (2) additional one (1) year periods; and

WHEREAS, the City would like to continue use of this agreement for business license consulting and field services to include inspectors and field staff to fulfill the City’s Business Tax Receipt requirements for unlicensed, new and active business operating within the City; and

WHEREAS, an increased expenditure of $48,800 will ensure the proper inspections and fieldwork necessary to carry out the City’s Business Tax Receipt requirements. The inspections and field work are anticipated for immediate start to remain compliant; and

WHEREAS, Section 3-3.20 of the Code requires that change orders exceeding 10% or $50,000.00, whichever is less, shall be approved by the City Commission; and

 RECOMMENDATION:

WHEREAS, the Mayor and City Commission determine it is in the best interests of the City to increase the previously approved C.A.P Government purchase amount by $48,800, thereby amending the C.A.P Government agreement in a total amended expenditure of $98,800.00, for business license consulting and field services to fulfill the City’s Business Tax Receipt requirements.
