Description
 
BACKGROUND ANALYSIS:


 

In an effort to provide Excellent Municipal Services, in a financially responsible manner, consistent with our Strategic Plan, the City of North Miami Beach  (“City”) issued Request for Proposals (“RFP”) RFP-22-029-MC Design Build For SCADA And Radio Telemetry System Improvements (WATR2009).

 

RFP notices were electronically mailed to over 5,500 potential, local and national suppliers on July 12, 2022, and a notice was printed in a regional newspaper, in accordance with Florida Statute 287.055 and the City of North Miami Beach’s City Code.

 

The City Manager established an Evaluation Committee comprised the CIP Control and Instrumentation Engineer, NMB Water Deputy Director, SCADA/Automation Engineer, NMB Water Plant Manager, and Chief Information Officer. In addition, the CIP Program Manager served as the technical advisor.

           

On September 30, 2022, the City received and opened submission of proposals (RFP) from three (3) Proposers: ENGlobal Government Services, Inc., Revere Control Systems, Inc. and Star Controls, Inc.

 

On November 2, 2022, the Evaluation Committee was provided the three proposals and the established evaluation criteria, including: Technical Approach to SCADA System Improvements, Adequacy and Qualifications of the Professional Staff Assigned to the Project, References, Experience and Performance on Comparable projects and Proposed Price.

 

On December 8, 2022, at a publicly advertised meeting, the Evaluation Committee met to discuss the qualifications presented in the Proposals. After discussions, the committee completed its evaluation and scoring, which resulted in the ranking as follows: 

1st................... Revere Control Systems, Inc.

2nd.................. Star Controls, Inc.

3rd................... ENGlobal Government Services, Inc. 

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of Fifty Thousand Dollars ($50,000.00) shall be awarded by the City Commission based on recommendation of the City Manager.

 

 RECOMMENDATION:


 

The City Manager conducted his own due diligence concurs with the recommendation of the Evaluation Committee, the NMB Water Director and the Procurement Management Division, authorizing the City Manager to execute an agreement with the top-ranked, most-qualified firm and, if negotiations are unsuccessful, with the next highest ranked firm successively and authorizing the City Manager to expend a budgeted amount not to exceed $3,000,000.

 FISCAL/ BUDGETARY IMPACT:
 

The requested allocation for this project is $3,000,000 and funding has been approved in Account #416900-533630.
