 RE: Resolution No. R2023-22 Award of RFP No. 23-001-PF Insurance Brokerage Services for the City of North Miami Beach (Andrew Bejel, Interim Human Resources Director)


Description
 
BACKGROUND ANALYSIS:


 

In an effort to provide excellent municipal services, in a financially responsible manner, and consistent with the City’s Strategic Plan, on behalf of North Miami Beach Human Resources, the Procurement Management Department issued Request For Proposals No. 23-001-PF Insurance Brokerage Services for the City of North Miami Beach.

 

The purpose and intent of the RFP was to request proposals from qualified firm(s) to provide Insurance Brokerage Services for the City’s Employee Benefits Program.   

 

On January 9, 2023, the RFP was posted on the City’s website and Bidsync, with electronic notification sent to over 8,600 suppliers.  

 

The City Manager established an Evaluation Committee comprised of the Assistant Director of Human Resources/Risk Management, the Senior Advisor / Emergency Manager and the Human Resources Administrator.  

           

On February 7, 2023, the City received proposals from three (3) Proposers: Baldwin Krystyn Sherman Partners LLC, Brown & Brown of Florida, Inc., and Foundation Risk Partners Corp.

 

 

On March 1, 2023, at a publicly advertised meeting, the Evaluation Committee met to evaluate and score the Proposals. After discussions, the committee completed its evaluation and scoring, which resulted in the ranking as follows:

 RECOMMENDATION:


 The City Manager conducted his own due diligence and concurs with the recommendation of the Evaluation Committee and the Procurement Management Department, to execute an agreement with the top-ranked, most-qualified firm and, if negotiations are unsuccessful, with the next highest ranked firm successively.  
 FISCAL/ BUDGETARY IMPACT:
 

The requested allocation for this project is $82,000 and funding has been approved in Account #030310-513347
