Description
 
BACKGROUND ANALYSIS:


 

In an effort to provide excellent municipal services, in a financially responsible manner, and consistent with the City’s Strategic Plan, on behalf of North Miami Beach Human Resources, the Procurement Department issued RFP-22-075-MC - Insurance Brokerage Services - Property Insurance Agent of Record.

 

The City expects to establish a contract with a professional consultant firm for design, implementation, and maintenance of an insurance program acceptable to the City, which may include the following insurance coverages: Automotive, Bonds, Builders Risk, Comprehensive, Cyber Liability, Excess Insurance, Excess Workers’ Compensation, Flood & NFIP, Inland Marine, Law Enforcement, Owner Controlled Insurance Programs, Parametric Insurance, Property, Third Party Liability, and Windstorm.

 

On December 15, 2022, the solicitation was posted on the City’s website and Bidsync, with electronic notification sent to over 3,200 suppliers.

  

On December 28, 2022, the City received and opened responses from two (2) Proposers: Arthur J. Gallagher Risk Management Services, Inc. and Foundation Risk Partners, Corp. dba Acentria Public Risk.

 

The Procurement Management Department then conducted an administrative review of the submissions to determine responsiveness. On January 10, 2023, the Evaluation Committee was provided the two proposals and the established evaluation criteria, including: Proposer’s Qualifications of Professional Personnel Assigned To This Project, Project Approach, Methodology and Understanding of Scope of Services, Past Performance, Client References and Company Profile, and  Total All-Inclusive Cost – Price Proposal.

 

The Evaluation Committee is comprised of the Assistant Director of HR/Risk Management, Senior Advisor / Emergency Manager and Finance Director.

 

On January 18, 2023, at a publicly advertised meeting, the Evaluation Committee met to discuss the qualifications presented in the Proposals. After discussions, the committee completed its evaluation and scoring, which resulted in the ranking as follows:

1st................... Foundation Risk Partners, Corp. dba Acentria Public Risk.

2nd.................. Arthur J. Gallagher Risk Management Services, Inc.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of Fifty Thousand Dollars ($50,000.00) shall be awarded by the City Commission based on recommendation of the City Manager.


 RECOMMENDATION:


 

The City Manager conducted his own due diligence and concurs with the recommendation of the Evaluation Committee and the Procurement Management Department, to execute an agreement with the top-ranked, most-qualified firm and, if negotiations are unsuccessful, with the next highest ranked firm successively and authorizing the City Manager to expend the annual budgeted amount not to exceed $60,000.

 FISCAL/ BUDGETARY IMPACT:
 

The requested allocation for this project is $60,000 and funding has been approved in Account #030310-513347.
