RE: Resolution No. R2023-09 Change Order for Purchase of Hoses, Connectors, Clamps, Fittings and Related Items (Andrea Suárez Abastida, PMP, NMB Water Director)

Description

BACKGROUND ANALYSIS:

In keeping with the City of North Miami Beach’s (“City”) Strategic Plan of providing excellent municipal services and being a beautiful, safe, and livable community in South Florida, the North Miami Beach Water Department (“NMB Water”) requires the purchase of parts and supplies for maintenance and repairs at the Norwood Water Treatment Plant (“Norwood”).

NMB Water provides water service within the City of North Miami Beach, Aventura, Miami Gardens, Sunny Isles, and parts of Unincorporated Miami-Dade County.

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the Citys Strategic Plan mission of providing excellent municipal services in a financially responsible manner.

Miami-Dade County, Florida, issued RTQ No.01299, for Hoses, Connectors, Fittings, Clamps & Related Items, establishing a pre-qualified pool of vendors, for a five -year term, effective May 1, 2020, through April 20, 2025

The pre-qualified pool of vendors includes, Amazon Hose, Best Plumbing Specialties, Inc., Generating Systems, Inc., Industrial Hose & Hydraulics, Inc., Hydraulics Sales & Services, Jobbers Equipment Warehouse, Inc., Lehman Pipe and Supply, Nova Water and Sewer Supplies LLC, and Maintenance Services 360 LLC.

Section 3-4.3 of the City Code allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment, or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

Under the City Manager’s authority, a $37,000 purchase order was issued for the purchase of Hoses, Connectors, Fittings, Clamps & Related Items.

Section 3-3.14 of the City Code provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 RECOMMENDATION:

The City Manager, NMB Water Director and Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to expend an estimated additional $52,000 annually for the purchase of Hoses, Connectors, Fittings, Clamps & Related Items.
 FISCAL/ BUDGETARY IMPACT:
Funding has been allocated in FY 23 in Account #s 410904-533520, 410904-533420, and 410909-533520.
