Description
 
BACKGROUND ANALYSIS:


 

In line with the City of North Miami Beach’s (“City”), Public Utilities Department (“NMB Water”) provides water service within the City of North Miami Beach, Aventura, Miami Gardens, Sunny Isles and parts of Unincorporated Miami-Dade County.

 

In order to complete the Honey Hill Watermain System Rehabilitation project located in Miami Gardens, NMB Water requires a contractor to perform site restoration including milling and paving.

 

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the Citys Strategic Plan mission of providing excellent municipal services in a financially responsible manner.

 

The City of Miami Gardens, Florida, issued Invitation for Bids No.21-22-009, for Asphalt Roadway Resurfacing. H&J Asphalt, Inc., (“H&J Asphalt”) was awarded the Invitation for Bids for a three-year term, with an option to renew for two (2) additional one (1) year terms.

 

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment, or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 

 RECOMMENDATION:


 

The City Manager, the NMB Water Director and Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to piggyback the City of Miami Gardens, Florida’s Contract with H&J Asphalt for asphalt roadway resurfacing in an a not to exceed amount of $144,000.

 FISCAL/ BUDGETARY IMPACT:
 Funding has been allocated in FY23 in Account #416900-533630.
