In an effort to provide excellent municipal services, in a financially responsible manner, and consistent with the City’s Strategic Plan, on behalf of North Miami Beach Water, the Procurement Department issued RFP-22-059-MC - Oleta River Crossing Water Main Replacement - (WATR2007a).
The project will replace the Oleta River Water Main Crossing. The selected Design-Builder shall furnish and replace approximately fifty (50) feet of 12-inch water main and approximately one-hundred and seventy (170) feet of 12.75-inch, 0.5 steel pipe water main along West Dixie Highway.
On November 12, 2022, the solicitation was posted on the City’s website and Bidsync, with electronic notification sent to over 5,900 suppliers. In addition, an advertisement was published in the Daily Business Review.
On December 16, 2022, the City received and opened submission of proposals (RFP) from two (2) Proposers: The Stout Group, LLC and David Mancini & Sons, Inc.
The Procurement Management Department then conducted an administrative review of the submissions to determine responsiveness. On February 8, 2023, the Evaluation Committee was provided the two proposals and the established evaluation criteria, including: Technical approach and project understanding, schedule, Proposer’s proposed price (Guaranteed Maximum Price), The qualifications of the Proposer’s professional staff to be assigned to the project, and Proposer’s references, experience, and performance on comparable projects.
The Evaluation Committee comprised of the Assistant Director For Operations And Maintenance, CIP Construction Manager, and Pipeline Engineer. In addition, the CIP Project Manager served as the technical advisor.
On February 24, 2023, at a publicly advertised meeting, the Evaluation Committee met to discuss the qualifications presented in the Proposals. After discussions, the committee completed its evaluation and scoring, which resulted in the ranking as follows:

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of Fifty Thousand Dollars ($50,000.00) shall be awarded by the City Commission based on recommendation of the City Manager.
