| | BACKGROUND ANALYSIS:
| The City Commission of the City of North Miami Beach, has, pursuant to Part III, Chapter 163, Florida Statutes (“Redevelopment Act”), created a Community Redevelopment Agency (“CRA”) for the public purpose of carrying out redevelopment in community redevelopment areas located in the City of North Miami Beach (“City”) found to have conditions of slum or blight. The City Commission also serves as the governing body of the CRA. The City and CRA entered into an Interlocal Cooperation Agreement with Miami-Dade County in 2005 to delineate their areas of responsibility with respect to the redevelopment of the CRA Redevelopment Area as set forth in the CRA Redevelopment Plan. In the same year, the City and CRA entered into an Interagency Services Agreement to further set out the administrative support the City would give the CRA in exchange for payment for the costs of such administrative services Over the years, the City and CRA have also entered into various memoranda of understanding with regard to assistance the City would provide to the CRA, but now the parties wish to update and further delineate their roles and responsibilities and set forth the administrative support the City will provide to the CRA in exchange for payment for the costs of such administrative services by entering into this new Interlocal Agreement between the two parties. | RECOMMENDATION:
