RE: Resolution No. R2022-157 Memorandum of Understanding with The City of Sunny Isles Beach, Florida for a Joint Procurement Process (Phillip Ford, Chief Procurement Officer)

Description

BACKGROUND ANALYSIS:

The City of North Miami Beach (“City”) provides potable water to the properties within the City of Sunny Isles Beach.

The City of Sunny Isles Beach (“Sunny Isles Beach”) has jurisdiction of the local roads between 174th Street and 183rd Street, and Collins Avenue to North Bay Road, which are within the City’s municipal boundaries (“Sunny Isles Beach Property”).

The City and Sunny Isles Beach each have proposed capital improvement construction projects that are within the Sunny Isles Beach Property that are scheduled to be constructed in the same general calendar period.

The Sunny Isles Beach is proposing to complete the Central Island Drainage Improvements Project (“Sunny Isles Beach Project”) and the City is proposing to complete the Sunny Isles Distribution System Watermain Replacements Project (“NMB Project”) (collectively “Projects”).

The City and Sunny Isles Beach wish to construct the Projects concurrently, and if possible, utilize the same contractor, to minimize the impacts to the residents of Sunny Isles Beach and to realize potential cost savings.

Procurement staff will conduct an Invitation to Bid process in conjunction with Sunny Isles Beach and the results of the requested joint procurement process shall be returned to each City Commission for approval.

 RECOMMENDATION:

The City Manager, Director of NMB Water and the Chief Procurement Officer recommend that the City Commission approve the Memorandum of Understanding with the City of Sunny Isles Beach, Florida.

 FISCAL/ BUDGETARY IMPACT:
The project has been allocated in the FY 23 budget appropriation process.
