In line with the City of North Miami Beach’s (“City”) Strategic Plan of providing safe environment for residents and visitors to the City, and being fiscally responsible, the North Miami Beach Water Department utilizes lime slaker equipment (“Equipment”) at its Norwood Water Treatment Plant, which the parts for the Equipment are proprietary to RDP Technologies, Inc. (“RDP Technologies”), and are only available from RDP Technologies.
The slaker mixer is used to mix lime and water which increases the pH in the clarifier, the existing slaker mixer is old, shows deterioration and some parts need to be replaced.
The RDP Technologies slaking system is covered under several US Patents, and parts and services are only available directly from RFP Technologies.
Section 3-4.5 a. Exemption From Bidding of the City’s Code of Ordinances provides sole-source supplies and services, such as unique, patented, or franchised supplies or services, are exempt from bidding if the Purchasing Agent determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one (1) source.
Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.
