Description
 
BACKGROUND ANALYSIS:


 

In line with the City of North Miami Beach’s (“City”) Strategic Plan of providing safe environment for residents and visitors to the City, and being fiscally responsible, the North Miami Beach Water Department utilizes Haywood Gordon equipment in the lime treatment system for sludge processing and requires maintenance, repairs, and replacement parts. Currently, there are two pumps that require replacement in the sludge thickener.  

 

MKI Services, Inc. is the sole provider of Haywood Gordon equipment in the State of Florida with the exception of the panhandle area.  

 

Section 3-4.5 a. Exemption From Bidding of the City’s Code of Ordinances provides sole-source supplies and services, such as unique, patented, or franchised supplies or services, are exempt from bidding if the Purchasing Agent determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one (1) source.  

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 RECOMMENDATION:


 

The City Manager conducted his own due diligence and concurs with the recommendation of the Director of NMB Water and Chief Procurement Officer and recommends that the City Commission approve and authorize the City Manager or designee to issue a sole source purchase order to MKI Services, Inc. for the purchase of equipment for sludge processing at the Norwood Water Treatment Plant in an amount not to exceed $71,000.

 FISCAL/ BUDGETARY IMPACT:
 Funding has been allocated in FY23 Accounts 410904 - 533640, 410904 - 533520  and, 410904 - 533420.
