In line with the City of North Miami Beach’s (“City”) Strategic Plan of providing safe environment for residents and visitors to the City, and being fiscally responsible, the North Miami Beach Water Department utilizes pumps and flowmeters in its Norwood Water Treatment Plant that are manufactured by Endress+Hauser and ProMinent Fluid Controls, Inc.

TriNova, Inc. is the sole provider of ProMinent Fluid Controls, Inc. and Endress+Hauser equipment and services in the State of Florida.  

Section 3-4.5 a. Exemption From Bidding of the City’s Code of Ordinances provides sole-source supplies and services, such as unique, patented, or franchised supplies or services, are exempt from bidding if the Purchasing Agent determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one (1) source.  

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

The City Manager conducted his own due diligence and concurs with the recommendation of the Director of NMB Water and Chief Procurement Officer and recommends that the City Commission approve and authorize the City Manager or designee to issue a sole source purchase order to TriNova, Inc. for the purchase of pumps and flowmeter equipment to support the Norwood Water Plant in an amount not to exceed $70,000.

Funding has been allocated in FY 23 in Account Numbers 410904-533520 and 410904-533420.
