Description
 
BACKGROUND ANALYSIS:


 

In keeping with the City of North Miami Beach’s (“City”) Strategic Plan of providing excellent municipal services and being fiscally responsible, the Fleet Management Division of the Public Works Department is responsible for maintaining all City owned vehicles and equipment.  

 

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the Citys Strategic Plan mission of providing excellent municipal services in a financially responsible manner.  

                                     

The State of Florida Department of Management Services “Department” is authorized by subsection 287.042(16), Florida Statutes, to evaluate contracts let by the Federal Government, another state, or political subdivision for the provision of commodities and contract services, and if it is determined in writing to be cost effective and in the best interest of the state, to enter into a written agreement authorizing an agency to make purchases under such contract.  

 

The Iowa Department of Administrative Services acting through the National Association of State Procurement Officials (NASPO) ValuePoint, competitively procured Tires, Tubes and Services and signed contracts with The Goodyear Tire and Rubber Company (“Goodyear”) and Bridgestone Americas Tires Operations, LLC (“Bridgestone”), for a five-year term, effective April 1, 2019, and terminating March 31, 2024.  

 

The Department evaluated the NASPO contracts and acknowledged that use of the contracts as an alternate contract source is cost-effective and in the best interest of the State and subsequently entered into agreements with The Goodyear Tire and Rubber Company (“Goodyear”) and Bridgestone Americas Tires Operations, LLC (“Bridgestone”) for the provision of Tires, Tubes and Services.  

 

 

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment, or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.  

 

Section 3-3.14 of the City Code provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.  

 RECOMMENDATION:


 The City Manager, Public Works Director and Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to piggyback the State of Florida Contract No. 25172500-19-ACS for the purchase of tires, tubes, and services in an estimated annual amount of $370,000.
 FISCAL/ BUDGETARY IMPACT:
 Funding has been allocated in FY23 budget appropriation process in account number 010899-552671.
