BACKGROUND ANALYSIS:


 

The City of North Miami Beach (City) owns Lot 4, Block 2 according to the Pineapple Plantation Plat Book 59, Page 61, of the public records of Miami Dade County with folio number #07-2112-012-0260 (the “subject site”). The subject site is zoned RS-2 Residential Single-Family and has a future land use designation of Residential Low Density (RLD) and is approximately 8,750 square feet. The proposed project is to create an affordable single-family home on the subject site in accordance with the North Miami Beach Zoning and Land Development Code (ZLDC). The purpose of this request for proposals (“RFP”) is to select an organization with experience and capability to build a permanently affordable home and sell said home through arms-length transaction to a first-time buyer with low to moderate income according to the North Miami Beach Average Median Income (AMI).

 

The City issued RFP-22-046-PF Conveyance of City-owned Property for Construction of an Affordable Home, on September 7, 2022, a single proposal was received from Palmetto Homes Urban Development, Inc.

 RECOMMENDATION:


 

Authorize the City Manager or designee the authority to enter into negotiations with Palmetto Homes Urban Development, Inc. for the conveyance of City-owned property for the construction of an affordable home.
