In line with the City of North Miami Beach’s (“City”) Strategic Plan of providing excellent municipal services and a high performing City organization providing great customer services, the City uses Cityworks Software ("Cityworks") for GIS centric public asset management.

The software is the premier GIS-Centric Asset Management solution for utility mapping needs. It contains an on-line map generation capability which can be used in assessing City assets in hurricanes and other storm events. 

Azteca Systems, Inc is the sole provider for Cityworks with Virtual Storeroom, Cityworks Analytics, Cityworks Server, and AMS Mobile Apps. 

Section 3-4.5 of the City’s Code of Ordinances provides that purchases of the following materials and services shall be exempt from the bidding process and subject to the spending limitations provided in subsection 3-3.14, a. Sole source purchases. Sole-source supplies and services, such as unique, patented, or franchised supplies or services, are exempt if the Purchasing Agent determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one (1) source. 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

The City Manager, conducted his own due diligence and concurs with the recommendation of the Director of NMB Water and the Chief Procurement Officer and recommends that the City Commission approve and authorize the City Manager or designee to enter into an agreement with Azteca Systems, Inc. for the purchase of Cityworks software in an estimated budgeted annual expenditure of $63,000.
