MEMORANDUM

TO:Mayor and City Commission
FROM: Arthur H. Sorey III, City Manager
VIA: Andrea Suárez Abastida, PMP, Director NMB Water

DATE:August  16, 2022

RE: Resolution No. R2022-96 Change Order for Contract No. 21-009-MC Corona Del Mar Phase II for C&W Pipeline Inc (Andrea Suárez Abastida, PMP, NMB Water Director)

Description

BACKGROUND ANALYSIS:

The City issued Invitation to Bid No. ITB-21-009-MC “Corona Del Mar Phase II Construction Project (“ITB”) and on March 24, 2021, eleven bids were received.

Pursuant to R2021-55 approved by City Commission on May 18, 2021, the City Manager approved a contract with C&W Pipeline, Inc. in the amount of $2,748,270.

The purpose of the contract was for the installation of a new sewer line in the neighborhood in an effort to eliminate the septic tanks within the surrounding residential area.

The NMB Water Department determined that additional materials were required for the installation of 120 LF of 24-inch cement-lined ductile iron pipe and the required fittings, additional concrete and stone, and the relocation of electrical conduits due to a signal conflict.

A cost review was conducted and a change order in the amount of $256,685.16 is inclusive of the cost of labor and materials for complete additional work, resulting in a 9.34% increase in the original amount to a revised amount of $3,004,955.16.

Section 3-3.20 Change Orders requires that change orders exceeding 10% or $50,000.00, whichever is less, shall be approved by the City Commission.

 RECOMMENDATION:

The City Manager conducted his own due diligence and concurs with the recommendation of the NMB Water Director to approve a change order to expand the scope of services under the Agreement to include additional work and to increase the Agreement amount by $256,685.16, so that total expenditure will be in an amount not to exceed $3,004,955.16.

 FISCAL/ BUDGETARY IMPACT:
Funding has been allocated in FY 22 in Account #450910-535630.
