Description
 
BACKGROUND ANALYSIS:


 

In keeping with the City of North Miami Beach’s (“City”) Strategic Plan Mission of providing a safe environment for residents and visitors to the City, and being fiscally responsible, a request is being made to allow for Work Order # 3, Program Management Support Services to be authorized under the Agreement RFQ#19-099-DR “NMB Water Capital Improvement Program Management Support” between the City of North Miami Beach, Florida and Black & Veatch (CONSULTANT),.

 

On January 19, 2021, the Mayor and City Commission approved Resolution No. R2020-117 in the amount of $4,318,689.66 for Work Order #2 Program Management support services for an estimated duration of twelve (12) months. Work Order #2 lasted longer than estimated but will soon have all funds exhausted on or around June 30, 2022.

 

Work Order #3 is for an estimated duration of twelve (12) months, and it authorizes CONSULTANT to continue to provide ongoing Staff Augmentation and Program Management support to NMB Water. The activities which the CONSULTANT’s professional will be assigned to support as part of this work order and the work associated with this work order is described in further detail in the attached “Work Order 3, NMB Water Capital Improvement Program Management Support Services Scope of Services”.

 

Funding for the management support related to the water projects has been secured through WIFIA funding and Water Revenue Bonds, Series 2020A. Funding for the management support related to the sewer projects has been secured through Sewer Revenue Bonds, Series 2020. The estimated cost of Work Order #3 is $4,693,552.72.

 RECOMMENDATION:


 To issue Work Order #3 to the CONSULTANT in order to continue the implementation of NMB Water’s Capital Improvement Plan. Black & Veatch has proved to be an extremely reliable and responsive partner, fully integrated with NMB Water.
 FISCAL/ BUDGETARY IMPACT:
 

The City Manager, NMB Water Director, and the Chief Procurement Officer, after conducting due diligence, recommend a change order to Black & Veatch for Program Management Support Services in the amount of $4,693,552.72.

Funds have been appropriated in account numbers 416900-533630 & 450910-535630 in the amount of $4,693,552.72.
