| | BACKGROUND ANALYSIS:
| The City has solicited the assistance of E.L. Waters and Company LLC, for professional planning and zoning services. E.L. Waters and Company LLC, has over 15 years of experience and has performed these services for other governmental entities, including cities. The professional planning and zoning services will provide supplemental planning assistance to the Planning & Zoning division in order to process site applications and permits in a timely manner. The supplemental planning services used for site plan review will be reimbursed by the applicant to the city by way of cost recovery. The City of West Park, Florida, competitively procured professional planning and zoning services through RFQ No.: 17-1205 and executed an agreement with the E.L. Waters and Company LLC. The Contract is effective January 17, 2017, and terminates on January 17, 2023. Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines. Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission. | RECOMMENDATION:
| The City Manager, Community Development Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to enter into an agreement with E.L. Waters and Company LLC for professional planning and zoning services in an estimated budgeted amount of $250,000. | FISCAL/ BUDGETARY IMPACT:
