Description
 
BACKGROUND ANALYSIS:


 

In line with the City of North Miami Beach’s (“City”) Strategic Plan of providing excellent municipal services and a high performing City organization providing exceptional water quality, Public Utilities Department (“NMB Water”) provides water service within the City of North Miami Beach, Aventura, Miami Gardens, Sunny Isles Beach and parts of unincorporated Miami-Dade County.

 

Norwood Water Treatment Plant (WTP) provides service to more than 180,000 residents and has daily demand of about twenty (20) million gallons. As part of the improvements for WTP, NMB Water plans to install a 16” force main from Myrtle Grove Booster Pump Station to Master Pump Station #4 to provide conveyance capacity for basins and to provide redundancy and flexibility in operations.

 

The City issued Invitation to Bid No. ITB-21-047--MC “Master Pump Station #4 Force Main Re-Routing (SEWR2002). ITB notices were electronically mailed to over 5,000 potential, local and national suppliers as well as advertised on the City’s website. on January 27, 2022, eight (8) bids were received by the City.

 

The NMB Water Department and the Procurement Department reviewed the apparent lowest responsive and responsible bid from RIC-MAN INTERNATIONAL, INC., and recommends the award in an amount up to $1,939,855.95.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of Fifty Thousand Dollars ($50,000.00) shall be awarded by the City Commission based on recommendation of the City Manager.

 

 

 RECOMMENDATION:


 

The City Manager conducted his own due diligence and concurs with the recommendation to award of the ITB to the lowest responsive and responsible bidder, RIC-MAN INTERNATIONAL, INC. in an amount up to $1,939,855.95.

 FISCAL/ BUDGETARY IMPACT:
 

This project is partially funded through DEO (Florida Department of Economic Opportunity – Rebuild Florida Community Development Block Grant). Funding has been approved in Account # 450910-535630 SEWR2002.
