Description
 
BACKGROUND ANALYSIS:


 

In an effort to provide excellent municipal services, in a financially responsible manner, and consistent with our Strategic Plan, on February 9, 2022, the City of North Miami Beach entered into a grant agreement with the State of Florida Department of Transportation (FDOT) for a streetscape beautification project along State Road 860 (Miami Gardens Drive / NE 183rd Street. 

 

On March 29, 2022, ITB-22-024-SG LANDSCAPE IMPROVEMENTS SR860 / NE 183rd STREET was issued, seeking bids from qualified, experienced and licensed bidders to provide landscape beautification and improvements along a highly traveled thoroughfare at the west northern entrance of North Miami Beach, located at SR860 / NE 183rd Street from NE 6th Avenue to NE 10th Avenue.  The scope of work for this project consists of median and roadside plantings within the right-of-way, removal of existing trees, planting of new native and Florida friendly palm trees and watering/maintenance of newly planted trees in accordance within specifications contained in ITB-22-024-SG.

 

ITB-22-024-SG was advertised via the City’s website and BidSync.  More than 10,000 vendors were sent electronic notices and on April 14, 2022, the City received five (5) total bids. The five bids were opened from bidders:  VisualScape Inc., Reef Tropical, SFM Services, Inc., Tenusa Inc. and Superior Landscaping & Lawn Services.   The Procurement Management Department  conducted an administrative review for responsiveness and responsibility of the five (5) bids. See attached bid tabulation.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission based on the recommendation of the City Manager. 

 RECOMMENDATION:


 The City Manager conducted his own due diligence and concurs with the recommendation to award of the ITB to the lowest responsive and responsible bidder, VisualScape, Inc., in an estimated budgeted amount of $274,355.
 FISCAL/ BUDGETARY IMPACT:
 This project is partially funded through the Florida Department of Transportation, Highway Beautification Grant. Funding has been approved in Account # 010860-539630 FDOT2201.
