| | BACKGROUND ANALYSIS:
| As we approach hurricane season, it is critical that we replace the generator at the Public Services Administrative building. The generator has been experiencing power failure at start up. The voltage regulator has failed, and it is overloading the engine. The unit has not been able to successfully run for more than ten minutes. The last time the unit was ran for any substantial amount of time was September 2017 in preparation for hurricane Irma. It is typical for a unit to have a shorter life span if exposed to the elements. However, from September 2017 to September 2020 during the privately managed water utility the generator underwent very little preventative maintenance with a total run time of less than 6hrs. City managed generators at the time received 30 minutes of runtime per week by staff, which equates to 26 hours a year or 78 hours over 3 years. Accompanied by, quarterly professional inspections and preventative maintenance to include battery check, oil and filter replacement and 1-hour load test.
This generator not only provides emergency power for PSA but also is the back up power for the Miami Dade Fire Department. The importance of this unit cannot be overstated and an attempt so repair could result in failure in a critical situation. As we approach hurricane season and are battle extreme supply chain issues it is imperative that we take action at this juncture. | RECOMMENDATION:
