RE: Resolution No. R2022-54 Ratification of Purchase Order 220891 to Enterprise Rent a Car (Phillip Ford, Chief Procurement Officer)

Description

BACKGROUND ANALYSIS:

Pursuant to Section 3-3.14 of the City’s Code of Ordinances, the City Manager approved a contract with Enterprise in the amount of $45,348 for the rental of six pickup trucks for the NMB Water Department.  The purpose of the contract was to bridge-the-gap during the transition until permanent leased vehicles arrived pursuant to Resolution 2020-113.

The Public Works Department – Fleet Management Division has requested a change order in the amount of $150,000 to continue the rental of six (6) vehicles for an additional 12-month period.  The rental cars will cost approximately $12,480 per month.

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the City’s Strategic Plan mission of providing excellent municipal services in a  financially responsible manner.

Miami Dade County, Florida, issued Request to Qualify RTQ-00674, “Rental Trailers, Trucks And Vans” (“RTQ”), for rentals of various types of trailers, trucks, and vans, and on June 1, 2018, Enterprise was awarded the RTQ for a ten (10) year term.

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

In line with the City of North Miami Beach’s (“City) Strategic Plan mission of providing excellent municipal services and being a beautiful, safe, and livable community in South Florida, the contract amount was increased by the amount of $150,000 with a purchase order change order to ensure and maintain the necessary vehicles for NMB Water to continue providing services to residents.

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 RECOMMENDATION:

The City Manager recommends that the Mayor and City Commission of the City of North Miami Beach hereby ratify the Change Order to maintain supply of the necessary vehicles for NMB Water to continue providing services to residents in a total amount not to exceed $150,000.
