Description
 
BACKGROUND ANALYSIS:


 

In an effort to provide Excellent Municipal Services, in a financially responsible manner, consistent with our Strategic Plan, City of North Miami Beach issued ITB-21-076-MC - NORWOOD WTP IMPROVEMENTS PHASE II - PRODUCTION WELLS (WATR2002B).

 

Norwood Water Treatment Plant (WTP) provides service to more than 180,000 residents and has daily demand of about 20 million gallons. As part of the improvements for WTP, NMB Water plans to drill two new Production Wells, one Floridian and one Biscayne, for the use in the daily operations. The addition of the Biscayne aquifer and the Upper Floridan aquifer wells, without increasing the current permit allocations, to meet the increasing raw water demand while adding redundancy to the water supply.

 

Electronic notices posted on the City’s website and Periscope Source, with electronic notification sent to over 6,300 suppliers. In addition, the project was advertised in the Daily Business Review.

 

On October 27, 2021, the City received two (2) bids. The Procurement Management Division conducted an administrative review of the apparent lowest bid from All Webb’s Enterprises, Inc.

 

On October 29, 2021, the bid for apparent lowest responsive bidder, All Webb’s Enterprises, Inc. was provided to NMB Water Project Manager. It was reviewed and on January 5, 2022, NMB Water provided confirmation that the bid did meet all the requirements specified and were in fact the lowest responsive and responsible bidder at a total of $2,835,050.

 RECOMMENDATION:


 

NMB Water and Procurement Management recommend the City Manager, after conducting his own due diligence, confirm the recommendation to award to the lowest responsive and responsible bidder, All Webb’s Enterprises, Inc. and recommend that the Mayor and City Commission approve and authorize the City Manager to execute an agreement with All Webb’s Enterprises, Inc. as the lowest responsive and responsible bidder in a not to exceed the amount of $2,835,050.

 FISCAL/ BUDGETARY IMPACT:
 

Funding has been approved in Account #416900-533630 WATR2002.
