BACKGROUND ANALYSIS:


 

Law enforcement officers have been working to resolve the level of oversight necessary to satisfy review by the courts, the community, or law enforcement command. Video-based evidence of police actions works to satisfy those demands. Officer worn cameras offer a unique, officer’s point-of-view at how law enforcement interacts with the community. Mobile video recording was originally envisioned as a tool for the courtroom but has evolved and proven itself over the last twenty years to be much more, from a training tool to a silent partner who forgets nothing.

 

This law enforcement tool affords officers not only documentation, but also a witness that is not swayed by politics, prejudice, or personal gain. In cases of alleged police misconduct, the technology can work to exonerate officers, corroborate an allegation, or show a suspect’s misconduct or illegal activities.

 

Body-worn camera supports law enforcement administrators in justifying and defending their officers’ actions or reactions in the field, promoting necessary changes in policies and training, or in taking disciplinary action for officer wrongdoings. Video evidence serves to enhance public trust and by adding another layer of transparency to police actions.

 FISCAL/ BUDGETARY IMPACT:
 The fiscal impact is 1,082,727.77 over a five (5) year period from General Fund
