RE: Resolution No. R2021-73 CNC Management Group - Change Order (Samuel Zamacona, Interim Director NMB Water)

Description

BACKGROUND ANALYSIS:

In an effort to provide excellent municipal services, in a financially responsible manner, consistent with our Strategic Plan, the North Miami Beach Water Operations Department established a relationship with CNC Management Group for landscape maintenance services in an amount of $92,400.00. CNC Management Group is a full service lawn maintenance, landscaping and tree removal company, staffed with an ISA certified arborists.

To maintain safety, functionality and efficiency of the water utility, landscape maintenance services are required throughout the Norwood Water Plant and the Operations Center which includes tank perimeters, open spaces and tree maintenance. Additional landscaping and path clearing must be completed semi-annually to clear and prevent overgrown vegetation to ensure accessibility to the lift stations. The requested allocation increase through the end of Fiscal Year 2021 is in the amount of $34,930.00. increasing the total expenditure in an amount not to exceed $127,330.00.

The City and CNC Management Group entered into an agreement for Landscape Maintenance Services in an annual amount not to exceed amount of $92,400.00, with two (2) one year renewals options (“Agreement” approved by Resolution No. R2020-97). These locations were not previously included as they were maintained by Jacobs, prior to the full water utility transition. However, these locations will be included in the upcoming citywide landscape maintenance services solicitation.

Section 3-3.20 Change Orders requires that change orders exceeding 10% or $50,000.00, whichever is less, shall be approved by the City Commission. The additional expenditure is a 37.8% increase to the original total.

 RECOMMENDATION:

The City Manager conducted his own due diligence and concurs with the recommendation of the NMB Water Director and the Chief Procurement Officer to approve a change order  to CNC Management Group to include landscape maintenance services at the Operations Center, Norwood Plant and path clearing for accessibility at three (3) major lift stations and to increase the agreement amount by $34,930.00, increasing the total expenditure in an amount not to exceed $127,330.00.
