Description
 
BACKGROUND ANALYSIS:


 

To ensure the protection of public health and safety following the impact of Hurricane Irma and in line with the City's Strategic Plan goal to provide a beautiful, safe and livable place to live, the City of North Miami Beach issued the subject Request for Proposals (RFP) No. 21-024-MC Disaster Debris Removal and Disposal inviting qualified emergency debris management firms to submit proposals for disaster debris removal and disposal services.  The contracted firm(s) will be responsible for the clearing of roadways, access routes, public property including but not limited to the “emergency push", debris removal, processing of hangers/leaners/stumps, demolition of structures, disposal, and other Right of Entry services as necessary in the event of natural disasters in accordance with the most current Federal, State, and local government standards/guidelines.

 

Electronic notices were posted on the City’s website and BidSync.com, with electronic notification sent to more than 1,900 suppliers on April 27, 2021, in accordance with Florida Statutes and the City of North Miami Beach’s City Code.

The City Manager established an Evaluation Committee comprised of the Assistant Public Works Director, the Fields Division Manager and the Senior Management Analyst.

 

On May 27, 2021, the City received nine (9) proposals and one (1) no-bid proposal.  The below seven (7) firms were deemed responsive.  Graham County Land Company, LLC was determined to be non-responsive.

 

The evaluation committee convened on July 1, 2021 to evaluate and rank the firms based on the criteria set forth in the RFP document.  The ranking of the firms revealed the following order:

 

 

1st. - DRC Emergency Services, LLC

2nd -  Crowder-Gulf Joint Venture, Inc.

3rd - Cere Environmental Services, Inc.

4th - T.F.R. Enterprises, Inc.

5th - KDF Enterprises, LLC

6th - South Disaster Recovery, LLC

7th - Custom Tree Care, Inc.

 

The Committee decided it was in the best interest of the City to award DRC Emergency Services, LLC,  as the primary contractor and Crowder Gulf Joint Venture, Inc. firm as the secondary contractor.   The initial contract terms shall be for an initial period of three (3) years from execution of the agreement with two (2) additional one (1) year renewal periods.

 RECOMMENDATION:


 

The City Manager, after conducting his due diligence, concur with the recommendation to enter into a primary contractor's agreement with DRC Emergency Services, LLC as the number-one ranked firm and a secondary contractor agreement with Crowder-Gulf Joint Venture, Inc., Inc, as the number-two ranked firm.

 FISCAL/ BUDGETARY IMPACT:
 

These services are on based on an as-needed basis and will only be utilized in the event of an emergency.
