To maintain safety, functionality and efficiency the NMB Water department requires an agreement for the purchase of sodium hydroxide for the water treatment. Sodium hydroxide (caustic soda) is used to raise the pH of the water to avoid taste and odor in the water that we deliver to our customers. Raising the pH remains one of the most effective methods for reducing lead corrosion and minimizing lead levels in drinking water.
Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.
In line with the North Miami Beach Strategic Plan’s mission of providing exceptional municipal services and being financially responsible, the City routinely participates with the Southeast Florida Governmental Cooperative Purchasing Group. The City of Margate, acting as the lead agency issued Bid #2018-013 “Furnish and Deliver Sodium Hydroxide 50% by Weight”. The contract was awarded to Allied Universal Corporation for a two-year contract, beginning April 17, 2018, with provisions for up to two one-year renewals. The contract first renewal was approved on April 17, 2020 and the final renewal on April 17, 2021 extending the agreement to April 17, 2022.
The upon the start of the NMBW transition, the estimated annual amount of $188,666 was approved by the Commission via Resolution #2020-84. However, based on the current monthly average of $19,800, additional allocation will be needed for the remaining ten (10) months of the contract ending April 2022.
NMB Water has requested additional allocation of $198,000, thus revising the total contract requirement for the purchase of sodium hydroxide to $386,666, through April 17, 2022, to ensure an uninterrupted supply of chemicals on an as-needed basis.
Section 3-3.20 Change Orders requires that change orders exceeding 10% or $50,000, whichever is less, shall be approved by the City Commission. The additional estimated expenditure is 105.30% increase to the original total.
