In keeping with the City’s strategic plan to ensure high performing City organization with exceptional water quality, the North Miami Beach Water Operations Department established a relationship with HACH Company for instrumentation and supplies as needed in an amount of $47,000.
HACH provides process control and instrumentation (PCI) equipment, parts and accessories, services to include repairs, inspection, testing, calibration to aid in safe and efficient water quality testing and processing. The purchase was approved under the City Manager's approval threshold.
NMB Water has requested additional allocation through the end of fiscal year 2021 for purchase of process control and instrumentation (PCI) equipment, parts and accessories, services to include repairs, inspection, testing, calibration to aid in safe and efficient water quality testing and processing in an additional amount of $61,000, increasing the estimated expenditure on an as-needed basis to $108,000.
NMB Water lab tests water and waste water daily to ensure safety. Various chemicals and materials are needed to perform optimum efficiency during testing. The needs range and include but not limited to; analytical instruments, chromatography instruments, environmental instruments, lab and test equipment, multi-meters, process controllers, product and material testers, records and loggers, sample preparation and wet chemical analysis, sensing and measurement instruments, spectrometers and analytical photometers, and water quality instruments.
Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.
Broward County issued bid OPN2116493Q1 for Hach Analytical Instruments, Parts and Supplies in April 2018. In October 2018 contract No. OPN2116493Q1 was awarded to HACH effective October 29, 2018 for one year, with three one year renewal terms through October 28, 2021.
Section 3-3.20 Change Orders requires that change orders exceeding 10% or $50,000, whichever is less, shall be approved by the City Commission. The additional estimated expenditure is 129.78% increase to the original total.
