In line with the City of North Miami Beach’s Strategic Plan mission of providing excellent municipal services and being a beautiful, safe and livable community in South Florida, the City requires athletic field renovation services including topsoil removal, earthwork and the purchase and installation of sod and at Fulford and Uleta Park.
Athletic play is an important part of the recreational enjoyment of our residents throughout the course of the year. The Parks and Recreation Department strives to take proactive measures in the off-season so that our athletic fields can be at their optimal playing conditions.
The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the City’s Strategic Plan mission of providing excellent municipal services in a financially responsible manner.
Section 3-2.2 of the City’s Code of Ordinances provides that the Chief Procurement Officer has the authority to join with other governmental entities in cooperative purchasing plans, when the best interests of the City would be served.
Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.
The Southeast Florida Governmental Purchasing Cooperative Group (“SEFL Coop”) consists of forty-five (45) government entities. The group was formed in an effort to provide cost savings and cost avoidances to all entities by utilizing the buying power of combined requirements for common, basic items.
The City of Boynton Beach, on behalf of SEFL Coop, issued Invitation to Bid No. 033-2730-18/IT “Sod and Sod Installation” and on October 1, 2018, Mullings Engineering Services, LLC was awarded the ITB for a one (1) year term with the option to renew for three (3) additional one (1) year periods.
The City of Pembroke Pines, issued Invitation to Bid No. PSPW-20-07, “Sod and Sod Installation / Removal Services” and on March 17, 2021, Mullings was awarded the ITB for one (1) year with the option to renew for three (3) additional one (1) year periods.
There is a significant price savings if the City separates the work by utilizing two separate recently awarded contracts, utilizing the same contractor. With this approach, the price has been compared against competing alternatives or substitutes.
In accordance with the terms and conditions of the ITB’s (available upon request due to size), Mullings has provided the City with a quote for the field renovation in an estimated amount of $75,810.
Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.
