Description
 
BACKGROUND ANALYSIS:


 

In keeping with the City's strategic plan goal to be a high performing city organization, it is our mission to provide high quality water services and maintaining the efficiency, productivity and integrity of the equipment used daily.

 

The NMB Water maintenance department currently owns three (3) trailer mounted bypass pumps. These pumps are utilized for daily operations, as well as a critical backup source for unforeseen wastewater pump station failures. The functionality of these pumps is vital as they are instrumental in quickly and quietly transporting essential water supplies, chemical and waste to and from locations. The main goal is to protect humans and the ecosystem from harmful toxic element found throughout the wastewater.

Currently, two of the three existing pumps are in severely poor condition. These pumps are dated and obsolete, additionally do not have the upgrades and software functionalities needed for seamless use. The current pumps lack integrated control levels resulting in continuous manual operation and noise mitigation capability which is problematic with residential properties in such close proximity. Considering the industry standard equipment lifespan and total cost of ownership, it is recommended to purchase new Smart Pumps that have the latest field technology for remote monitoring and control. Additionally, buypass these pumps have hydraulic efficiency, greater fuel economy, noise mitigation functionality and streamlined serviceability.

 

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the Citys Strategic Plan mission of providing excellent municipal services in a financially responsible manner.

 

The Florida Sheriffs Association in partnership with Florida Assignation of Counties issued a cooperative competitive Invitation to Bid for Heavy Equipment on April 22, 2020. Contract Number FSA20-EQU18.0 Heavy Equipment was awarded to multiple qualified vendors under various heavy equipment categories with fixed pricing. The contract period was for three (3) years, effective October 1, 2020 through September 30, 2023.

 

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 

 RECOMMENDATION:


 

The City Manager, the Interim NMB Water Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to enter into an agreement with Xylem for bypass pumps for wastewater pump stations in an estimated budgeted amount of $104,082.00.

 

 FISCAL/ BUDGETARY IMPACT:
 

Funding has been allocated for FY 21 in Account #410909-533640.
