Description
 
BACKGROUND ANALYSIS:


 

REQUEST:  The applicant, Trinsic Acquisition Company, LLC, requests to modify the site plan approval under Resolution No. 2017-48 as provided by Section 13 of the Development Agreement (approved by Ordinance No. 2017- 7) and City Code Section 24-172 for the Development. Proposing to (i) reduce the number of residential units by 40, (ii) reducing the tower height by 11 stories, and (iii) eliminating the proposed office use, reducing commercial/retail space by approximately 64,000 SF. Unused development entitlements, including 40 units, and 63,696 SF of non-residential space will return to the Mixed Use Neighborhood Center Basket of Rights for future development.

 

 Below is a summary of the originally granted entitlements for the property, presented against the current request made by Trinsic Acquisition Company LLC.

THE SITE: The site is composed by five parcels with varying uses. The parcel ending with folio 0130 is developed with 26 public parking spaces and was formerly City property. Surrounding the parking area are the parcels ending with folio numbers: -0120, -0090, and -0060, which are developed with one-story commercial buildings. And finally folio -0010, which is developed with an office building and incorporates the vacated rear alley in-between the Florida East Coast railway right of way and the eastern boundary of the development site. Together, the five parcels amount to ±2.9 acres.

 

APPLICATION SUMMARY: The proposed development is seeking approval for the following land use entitlements from the City:

  • Site Plan Modification Approval - PZB & City Commission Approval Required

 RECOMMENDATION:


 

PLANNING AND ZONING BOARD RECOMMENDATION:

At their May 10th meeting, The Planning and Zoning Board recommended APPROVAL of the site plan modification request by a vote of 6-0.

 

COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDATION:

The Community Development Department recommends APPROVAL of the site plan modification.
