Description
 
BACKGROUND ANALYSIS:


 

The City of North Miami Beach, by direction of the City Commission, has provided notice to Jacobs Engineering to terminate the NMB Water Operations, Management and Program Management Services. Subsequently, the City has been working diligently to the transition the services whereas the City takes full ownership of the Utility. In doing so, NMB Water requires additional cargo vans for the performance of their daily duties. The City desires to purchase four vehicles from Jacobs to perform field functions for the Customer Service Department.  These vehicles include all upgrades installed and tools located in the vehicles.

 

The Procurement Management Division, in providing due diligence, reviewed substantially similar vehicles through Kelly Blue Book (KBB) and has determined that it is prudent to purchase these four (4) newer model, fully equipped, low mileage vehicles. It has been determined that competitive bidding would be unavailing, would not produce an advantage and would not be in the public interest.

 

These vehicles are readily available, and the purchase of these vehicles has shown to be cost effective.  A similarly equipped 2020 vehicle is approximately 30% higher, a cost of  $31,740 each.  The total savings realized by the City is $28,722.

In accordance with Section 3-4.3 of the City's Code of Ordinances, a determination if supplies, materials, equipment or contractual services needed by the City are comparable to solicitation substantially equivalent to the requirement of North Miami Beach, The City may procure without following formal contract procedure, all supplies, materials, equipment and contractual services.

 

Section 3-4.S(f) of the City's Code of Ordinances provides the purchases of goods or services shall be exempt from competitive bidding/proposal procedures upon a determination by 5/7th affirmative vote of the City Commission that the purchase is in the best interests of the City.

 RECOMMENDATION:


 

The City Manager, along with the Director of NMB Water, Fleet Manager and Chief Procurement Officer recommend that the Mayor and City Commission approve and authorize the City Manager to purchase four vehicles from Jacobs Engineering at a total cost of $98,266.
