In keeping with the City’s strategic plan to ensure high performing City organization with exceptional water quality, the North Miami Beach Water Operations Department requires laboratory services to analyze water samples for the Norwood Water Plant.
State and Federal rules and regulations, including those promulgated by the Miami-Dade County Health Department and the Florida Department of Environmental Protection, require the City to collect and test water and wastewater samples that are collected and/or generated by treatment facilities within the City in accordance with permit requirements, rules and regulations. Testing must be performed by an accredited lab in the National Environmental Laboratory Accreditation Program (NELAP).
NMB Water wishes is to establish an annual agreement for quality assurance and quality control to ensure that the water and wastewater treatment facilities are in full compliance with governing rules and regulations. The services provided will include up-to-date water quality testing technologies and state-of-the-art equipment and instrumentation, with sample collection and testing services conducted by a certified commercial laboratory under the contractual services.
Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.
The City of Cooper City issued ITB 2018-11-UTL for Laboratory Testing Services. The bid was awarded to Advanced Environmental Laboratories, Inc. (AEL) for a three-year period beginning October 10, 2018 through October 2, 2021, the two (2) additional one (1) year renewal periods.
Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.
