In keeping with the City's strategic plan goal to be a high performing city organization, it is our mission to provide high quality water services for our City and the cities we serve. Maintaining the water and wastewater systems for optimum performance and compliance is key in our daily operations. for various water and wastewater maintenance services including but not limited to; maintenance and repair of stormwater pipes/lining, repair of sewer manholes, and emergency repair of sewer lines.
NMB Water Operations requests a services agreement with Envirowaste Services Group (EWSG) that will used on an as-needed basis. The resulting agreement will be used primarily for emergencies or unforeseen maintenance and repairs. These services may consist of sewer/drain cleaning, manhole rehabilitation and replacement, CCTV inspection and various consulting services. Costs for these services vary by labor, time, equipment. A historical look at past services as yielded approximately $600,000 for anticipated work to be done over the next eighteen (18) months. EWSG maintains active emergency response and support contracts for more than a half dozen municipalities in Florida. EWSG maintains one of the largest fleets of heavy equipment in the Southeast US, including more than 40 Jet/Vac Trucks and 20 Pump Trucks in Florida alone.
The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the City’s Strategic Plan mission of providing excellent municipal services in a financially responsible manner.
Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.
The Village of Bal Harbour issued RFP #2019-2 “Water & Wastewater Pipe Break Repair, Lining, and Rehabilitation”. Envirowaste Services Group, Inc, was awarded a three-year contract beginning May 21, 2019 through May 20, 2022, with three one year renewals.
Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.
