BACKGROUND ANALYSIS:


 

In keeping with the City’s strategic plan to ensure high performing City organization, the City of North Miami Beach Police Department continues to devote their efforts to servicing the community and its residents with integrity, dedication and compassion in a safe and efficient manner.

 

The City of North Miami Beach Police Department requires the use of unmarked vehicles in their daily public safety operations. The City's intended use is primarily for undercover investigation and surveillance. In order to maintain the anonymity of the task force officers the vehicles must not have affiliation directly linked to a law enforcement agency. Due to the nature of the Investigative and undercover work involved, utmost discretion is required of the awarded contractor.

 

The proposed lease instrument is an open-end equity lease for twelve (12) vehicles for fourteen (14) month terms in an estimated total cost of $7,000 per vehicle for year one, for an total estimated amount of $84,000 per year. At the end of each seven (7) month period, the first twelve (12) vehicle increment will be returned and replaced by twelve (12) new vehicles for the second fourteen (14) month term.  Enterprise “purchases” the vehicles back from the City.  They  project a re-sale value exceeding the reduced book value at the end of each fourteen month term based upon accredited ALG Residual Data (Automotive Lease Guide); and combined with Enterprise's buying and purchasing power and the manufacturer's government incentives, Enterprise projects that savings from the re-sale will cover the 20% of the City's lease cost over the previous fourteen month term.

 

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the City’s Strategic Plan mission of providing excellent municipal services in a financially responsible manner.

 

The National Joint Powers Alliance (NJPA), on behalf of Sourcewell, issued Request for Proposal No. 060618-EFM “Fleet Management Services” (“RFP”), and on April 26, 2018, Enterprise Fleet Management, Inc., (“Enterprise”) was awarded the RFP for a four (4) year term, with an option to renew for one (1) additional one (1) year term, effective on July 24, 2018 through July 24, 2022.

 

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 RECOMMENDATION:


 

The City Manager along with the Chief of Police and Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to enter into an agreement with Enterprise Fleet Management to lease twelve (12) vehicles for in an estimated total cost per year of $84,000.
