Description
 
BACKGROUND ANALYSIS:


 

In keeping with the City’s strategic plan to ensure high performing City organization, the City of North Miami Beach Police Department continues to devote their efforts to servicing the community and its residents with integrity, dedication and compassion in a safe and efficient manner.

 

As the City’s Police Department grows and continues to serve the community, it is imperative that we maintain our fleet ensuring the safety of our officers. Fleet is one of the most important assets utilized daily and must be reliable and durable to handle the constant travels and multiple shifts of our staff.

 

The Police Department requests the purchase of seven Ford Explorer Interceptor for the road patrol officer, two transit cargo vans for the Crime Scene Division and three Ford Escapes for our Community Services Officers. All vehicles will be fully equipped.

 

The City identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method which is in line with the City’s Strategic Plan mission of providing excellent municipal services in a financially responsible manner.

 

Section 3-4.3 of the City’s Code of Ordinances allows for the use of other governmental entities’ contracts upon a determination that the supplies, materials, equipment or contractual services needed by the City were purchased using solicitation procedures which are substantially equivalent to the City’s Purchasing Guidelines.

 

Charlotte County, Florida, issued Invitation to Bid No. 2018000509, “Vehicles – Annual Contract” for the purchase of vehicles, and on September 25, 2018, Bartow Ford, Co. was awarded the ITB for a one (1) year term, with options to renew for two (2) additional one (1) year terms. The first renewal option was executed through September 30, 2019, and the second and final renewal option was been approved through September 30, 2021.

 

The Procurement Management Division, in providing their due diligence, reviewed substantially similar governmental contracts and has determined that it is prudent to piggyback and utilize the resulting agreement with Bartow Ford Co.

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

 RECOMMENDATION:


 The City Manager with the Chief of Police and the Chief Procurement Officer recommend that the Mayor and City Commission approve and authorize the City Manager or designee to issue a purchase order to Bartow Ford Co. in an amount of $453,000.
