Description
 
BACKGROUND ANALYSIS:


 

NMB Water serves over 180,000 customers in northern Miami-Dade County, including areas of the cities of North Miami Beach, Miami Gardens, Aventura, Sunny Isles Beach, Golden Beach, and portions of unincorporated Miami-Dade County. By mid-2017, the Mayor and City Commission approved and executed an Agreement for NMB Water Operations, Maintenance and Program Management Services with CH2M/Jacobs.  On August 4th, 2020 Commission meeting, the Mayor and City Commission voted in favor of terminating CH2M/Jacobs contract. A letter of termination was recently sent to Jacobs and NMB Water is moving towards a transition plan to take over the Utility. 

 

The development and implementation of a transition plan of this magnitude is complex. Carollo Engineers, Inc. is the nation's largest environmental engineering firm dedicated to water. They bring uniquely qualified experts that have done similar transitions and will be assembling a diverse team of experts in water treatment; water distribution and transmission; and wastewater management, collection, whose day-to-day project work is solely focused on water and wastewater projects to assist us in the transition.

 

Section 3-4.5(f) of the City’s Code of Ordinances provides the purchases of goods or services shall be exempt from competitive bidding/proposal procedures upon a determination by 5/7th affirmative vote of the City Commission that the purchase is in the best interests of the City.

 

On August 18th, 2020, a framework for a transition plan was presented by Carollo Engineering as previously requested by the City Commission. Recognizing the magnitude and complexity of this transition, the City Commission requested that Carollo Engineering assist the City and NMB Water with developing a transition plan.
 RECOMMENDATION:


 

The City Manager along with the Director of NMB Water recommend that the City Commission approve and authorize the City Manager or his designee to issue a purchase order for the services rendered by Carollo Engineering for the Utility Transition Plan Development.

 

In accordance with Section 3-4.3 of the City's Code of Ordinances, a determination fi supplies, materials, equipment or contractual services needed by the City are comparable to solicitation substantially equivalent to the requirement of North Miami Beach, The City may procure without following formal contract procedure, all supplies, materials, equipment and contractual services. 

 

Carollo Engineering is capable of providing the necessary Utility Transition Plan Development Services to the City as stated on their framework for a transition plan that was previously presented.

 FISCAL/ BUDGETARY IMPACT:
 FY2021 - 410900-533310, in the amount not to exceed $651,372.
