| BACKGROUND ANALYSIS: |
Pursuant to Section 14-8 of the City's Code of Ordinances, Gilbert Squires, Esq., was last appointed to serve as a Special Magistrate on June 19th, 2018. A Special Magistrate is authorized to hold hearings, make determinations and impose fines and other non-criminal penalties against violators of the City's Code. The City's current agreement with Mr. Squires to act as Special Magistrate is set to expire on June 19th, 2019. Note that Special Magistrates are prohibited from engaging in any practice where he/she represents a client in a manner adverse to the interests of the City, or lobbying the City during his/her service with the City. |

| RECOMMENDATION: |
Appointment of Mr. Squires to serve as a Special Magistrate for the City, in accordance with and pursuant to City Ordinance Section 14-8, and the terms and conditions contained in the agreement, as attached, for a term of one year. |
