RE: Resolution R2019-47 Purchase and Installation of Automated License Plate Readers (William Hernandez, Chief of Police)
BACKGROUND ANALYSIS:

In line with the City of North Miami Beach’s (“City”) Strategic Plan mission of providing excellent municipal services and being beautiful, safe and livable community in South Florida, the City requires the purchase and installation of automated license plate readers (“ALPR”).

 

In June 2017, the North Miami Beach Police Department implemented a mobile license plate reader that has proven to be successful crime fighting tool.  This mobile license plate reader has assisted our police officers in affecting several arrests and recovery of stolen property and solving crimes. 

 

Building upon the success of the mobile license plate reader, the North Miami Beach Police Department intends to install fixed license plate readers at three (3) major roadways, with two cameras at each location.  These license plate readers will be able to read motor vehicle tags 24 hours a day, 7 days a week.

 

Automated license plate readers (ALPR) are computer-controlled camera systems which automatically capture an image of the vehicle’s license plate, along with the date, time, and location information, transform that image into alphanumeric characters using optical character recognition or similar software, compare the plate number acquired to one or more databases of vehicles of interest to law enforcement and other agencies that would range from vehicles or drivers involved in felonies to traffic related offenses.   

 

The information can be used to find out where the vehicle has been, determine if the vehicle may have been near a crime scene, and can additionally identify traffic patterns. The system will also alert if the vehicle has been entered into FCIC / NCIC vehicle as stolen or abandoned, if the registered owner has an outstanding warrant, if the registered owner currently has a suspended driver’s license and could include information about minor traffic infractions such as tag expiration.  Historical ALPR data generates investigative leads and solve crimes.

 

This project is a five-year phased approach to full implementation and in the future will integrate with all city parks.

 

Section 3-2.2 of the City’s Code of Ordinances provides that the Chief Procurement Officer has the authority to join with other governmental entities in cooperative purchasing plans, when the best interests of the City would be served.

 

General Services Administration Federal Supply Service (“GSA Schedules”) are long-term government wide contracts with commercial firms providing federal, state, and local government buyers access to more than 11 million commercial supplies (products) and services at volume discount pricing; and the City is eligible to procure using GSA Schedules.

 

The Cooperative Purchasing Program allows state, local, and tribal governments to purchase IT, security, and law enforcement products and services offered through specific Schedule contracts. Cooperative Purchasing allows eligible entities to purchase from approved industry partners, at any time, for any reason, using any funds available.

 

Under this program, local government entities may purchase equipment and related service from contracts awarded under GSA Schedule 84 “Total Solutions for Law Enforcement, Security, Facility Management Systems, Fire, Rescue, Special Purpose Clothing, Marine Craft, and Emergency/Disaster Response”.

 

Contract number GS-07F-0031W was awarded to Millenium Products, Incorporated (“Millenium”) for a contract period of October 5, 2009 to October 4, 2019 (“Contract”).

 

In accordance with the terms and conditions of the Contract, Millenium has provided the City with a quote for the purchase and installation of the ALPR Cameras in an estimated amount of $111,527.07.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

RECOMMENDATION: The City Manager conducted his own due diligence and concurs with the recommendation of the Chief of Police and the Chief Procurement Officer to approve an agreement with Millenium Products, Incorporated for the purchase and installation of ALPR Cameras in an estimated budgeted amount of $111,527.07.
FISCAL/BUDGETARY IMPACT:

Funding has been provided for in fiscal year 2019 Account #010500-521640 - $70,000.00 and #060570-521640 - $41,527.07.
