RE: R2019-19 Awarding RFP Marketing and Branding Plan (Greg Williams, Chief of Staff)
BACKGROUND ANALYSIS:

In an effort to provide excellent municipal services, in a beautiful, safe place to live, and consistent with our Strategic Plan, the City of North Miami Beach issued "RFP 18-027-MC, Marketing and Branding Plan" to engage a firm to execute a multi-phased marketing/public relations campaign for the City.  The plan will include research, branding, advertising, web-based marketing, creative services and collateral development.

 

In accordance with Florida Statutes and the City of North Miami Beach’s City Code, electronic notices were posted on the City’s website and BidSync.com. Electronic notification was sent to over 9,825 vendors. On November 13, 2018, the City received and recorded proposals from sixteen (16) proposers.

 

The Procurement Management Division conducted an administrative review of the submissions and deemed all sixteen (16) submissions responsive. The City Manager established an Evaluation Committee composed of the library director, planning and zoning manager, marketing specialist, assistant to the city manager, and the CEO of the City's public relations consultant. On January 30, 2019, at a publicly advertised meeting, the Evaluation Committee submitted their initial scoring of the responses based on the evaluation criteria established in the RFP.

 

The Evaluation Committee thereafter determined it was appropriate to invite the four (4) top ranked proposers: Redevelopment Management Associates, Turkel Brands, The Brand Advocates, Inc., and North Star Destination Strategies to provide oral presentations and to provide further clarification of their proposal responses. 

 

On February 21, 2019, the Evaluation Committee heard the oral presentations, with the four (4) proposers. Following the presentations, discussions and questions, the Evaluation Committee re-scored each proposer based on the response and clarification presented.

 

The final ranking by the Evaluation Committee is as follows:

 

  1. Redevelopment Management Associates
  2. North Star Destination Strategies
  3.  The Brand Advocates, Inc.
  4. Relebrand (formerly Turkel Brands)

 

A negotiation team, consisting of the chief procurement officer and the purchasing supervisor, conducted successful negotiations with the top ranked proposer, Redevelopment Management Associates (RMA).  RMA offered the City a voluntary price reduction of $5,300,  decreasing their original price proposal from $95,000 to $89,700, and resulting in 6% savings.

 

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

RECOMMENDATION:

The city manager, chief of staff and the chief procurement officer recommend that the City Commission approve and authorize the city manager or designee to expend approved funds and execute an agreement with Redevelopment Management Associates (RMA) in an amount not to exceed $89,700.
