RE: R2019-18 Purchase of Ford F750 Truck (Fernando Rodriguez, Public Works Director)
BACKGROUND ANALYSIS:

In line with the City of North Miami Beach’s Strategic Plan goals of providing excellent municipal services and being a high performing City organization, the Public Works Department requests the purchase a 2019 Ford F-750 Truck with an extended dump body option.

The City maintains a fleet of vehicles used daily in all aspects of operations. The Public Works Department currently has a need for a truck with a long dump body for street repairs. The F-750 is a specialized truck with a 10’ dump body that will serve as a work horse for Public Works maintenance and repair teams. The vehicle will be used for hauling hot asphalt for pot hole and road repairs. Transport equipment has a major impact on mix temperature at the paving site and on the overall quality of delivered material. A vehicle of this size and construction is suitable for the asphalt transport to the sites.

The vehicle will also be used as needed for the hauling of fill for swale repairs and the delivery of aggregates such as rock and sand. Our larger trucks cannot be used at certain job sites due to space restrictions and limited maneuverability.

The specifications for the combination cab and chassis with a dump bed feature have been developed by the Fleet Division in conjunction with Public Works.

The City identifies contracts competitively solicited and awarded by other agencies as a favorable procurement method, which is in line with the City's Strategic plan of providing excellent municipal services in a financially responsible manner.

Sourcewell issued Request for Proposal No. 120716 “Vehicles, Cars, Vans, SUVs, and Light Trucks with Related Equipment, Accessories, and Services” (“RFP”), and on January 17, 2017, 72 Hour LLC, dba National Auto Fleet Group was awarded the RFP for a four (4) year term with one (1) option to renew for one (1) year. National Auto Fleet Group selected Alan Jay Automotive Management, Inc.. (“Alan Jay”), to conduct business within the State of Florida to sell, service and deliver vehicles under the contract.

The Procurement Management Division, in providing due diligence, reviewed substantially similar governmental contracts and has determined that it is prudent to piggyback and utilize the Sourcewell awarded bid.

Section 3-2.2 of the City’s Code of Ordinances provides that the Chief Procurement Officer has the authority to join with other governmental entities in cooperative purchasing plans, when the best interests of the City would be served.

Section 3-3.14 of the City’s Code of Ordinances provides that contracts in excess of fifty thousand dollars ($50,000.00) shall be awarded by the City Commission.

RECOMMENDATION: The City Manager, the Public Works Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the City Manager or designee to issue a purchase order to Alan Jay for the purchase a Ford F-750 in an estimated budgeted amount of $68,002
