BACKGROUND ANALYSIS:

In an effort to provide Excellent Municipal Services, in a financially responsible manner, consistent with our Strategic Plan, the City of North Miami Beach issued RFQ-2016-08 NMB Water Operations, Maintenance and Program Services with electronic notices posted on the City’s website and DemandStar, with electronic notification sent to over 600 vendors on November 18, 2016, in accordance with Florida Statutes and the City of North Miami Beach’s City Code.   

 

The City received questions from several potential respondents and issued an addendum to provide responses, clarification, and on January 5, 2017, the City held a Non-Mandatory Respondent’s Question and Answer Session, with representatives from 9 (nine) companies in attendance. 

 

The City Manager established an Evaluation Committee comprised of the Deputy City Manager, the Director of Human Resources, the Finance Director, the Chairperson, Public Utilities Commission, a Senior Professional Engineer from Miami-Dade County Water and Sewer Department and the Director NMB Water as an ex-officio non-voting member.

 

On January 26, 2017, the City received an opened Submission of Qualifications from 4 respondents: CH2M Hill Engineers, Inc., Suez North America, U.S. Water/Wade Trim. LLC and Veolia Water North America-South, LLC.

 

Procurement Management Division conducted and administrative review of the submissions and deemed all submission responsive, and on February 8. 2017, the City and outside Legal Counsel, Bryant Miller Olive P.A., conducted an Evaluation Committee Orientation and Document Distribution meeting to review the Evaluation Committee Guidelines and Evaluation Criteria/Scoring Sheet.

 

On February 21, 2017, at a publicly advertised meeting, the Evaluation Committee submitted initial scoring of the responses.  The Evaluation Committee conducted a public discussion, regarding the established evaluation criteria of Technical Resources, Capabilities and Proximity, Key Staffing, Organization, and Single Point Accountability, Relevant Project Experience, Project Understanding and Approach Financial, Regulatory and Contract Compliance and Certified MBE Status.

 

Subsequent to the public discussion the Evaluation Committee adjusted their scoring removing points from Credited MBE from Veolia Water North America-South, LLC and scored the respondents as follows:

 

CH2M Hill Engineers, Inc…………………………………………………91

The Evaluation Committee thereafter determined it was appropriate to invite the top three ranked respondents to make oral presentations and provide clarification to their responses submitted to the City.  CH2M Hill Engineers, Inc,, U.S. Water/Wade Trim. LLC and Veolia Water North America-South, LLC were notified of the request to present and address questions at the March 7, 2017, Evaluation Committee Meeting.

 

On March 7, 2017 the Evaluation Committee conducted oral presentations, discussion and questions with the three respondents.  Following the presentations, discussion and questions, the Evaluation Committee re-scored each respondent based on the response and clarification presented. 

 

After three public meetings, and a rigorous review and analysis of the qualifications of each of the responding firms, the Committee ranked the top three (3) firms in the following order:

 

1st      CH2M

2nd      U.S. Water/Wade Trim, LLC

3rd      Veolia Water North America-South, LLC

 

 

Based on the Evaluation Committee's recommendation, the City Manager conducted due diligence on the top ranked firm of CH2M and communicated directly with the City Managers from both the City of Pembroke Pines, Florida and City of Cocoa, Florida, two of CH2M’s Florida clients.  Both Cities provided excellent information about CH2M's communications, capabilities, understanding, ability to transition employees, responsiveness, highly professional work ethic, along with other details.

 

Additionally, in conducting due diligence of the top ranked firm of CH2M it is noted that CH2M has great experience with AFSCME, the union that represents the majority of our utility employees.  CH2M is an international company with experts in every discipline necessary for the successful operations of our utility.  Our ongoing research resulted in looking into the Securities and Exchange Commission as it relates to CH2M and the company was clear and clean. 


RECOMMENDATION: The City Manager, Evaluation Committee and Chief Procurement Officer recommend the City Commission approve the ranking and authorize the City Manager to negotiate with the 1st ranked respondent, CH2M Hill Engineering, Inc. and in accordance with Florida Statutes then negotiate with 2nd ranked and then 3rd ranked if an impasse is reached.
