RE: Resolution 2017-36 Authorizing Station Planning Grant (Richard Lorber, Director of Community Development)
BACKGROUND ANALYSIS:

The South Florida Regional Transportation Authority (SFRTA), South Florida Regional Planning Council (SFRPC) and Treasure Coast Regional Planning Council (TCRPC) are implementing the South Florida Regional Transit Oriented Development (SFTOD) Pilot Program.

 

Funding was awarded for SFTOD through the Federal Transit Administration (FTA)’s Transit-Oriented Development Planning Pilot Program, with grant-funded activities anticipated to occur between April 2017 and June 2018. All planning and related services awarded through this grant program will be provided by the TCRPC.

 

The goal of the FTA TOD Planning Pilot Program is to leverage significant FTA transit investments by funding planning activities along future transit corridors. The result will be transit projects that better meet the competitive criteria for federal transit funding. Activities funded will support economic development, ridership, multimodal connectivity and accessibility, increased transit access for pedestrian and bicycle traffic, and mixed use development near transit stations.

 

The City would like to apply for a SFTOD Grant for the preparation of a Station Area Master Plan for the 163rd Street Station.  The program requires a 20% cash match from applicant, the City of North Miami Beach.  Grant funding is available up to $205,000.  The City would like to provide a 25% match to gain extra points in the review process.  If the maximum amount were to be awarded, the required cash match would be no more than $51,250.

RECOMMENDATION:

At this time, the Administration requests that the City Commission approve this resolution.

FISCAL/BUDGETARY IMPACT:

Depending on the amount that is awarded, the required cash match would no more than a total of $51,250.
