|
| | | | | | | | Description
| | BACKGROUND ANALYSIS:
| The Florida Division of Emergency Management (DEM) has awarded the City of North Miami Beach a Hazard Mitigation Grant Program (HMGP) sub-recipient agreement for Project 4673-305-P52, titled City of North Miami Beach Stormwater Master Plan. The grant provides federal funding for the development of a comprehensive Stormwater Master Plan (SWMP), which will enable the City to assess its stormwater system, identify vulnerabilities, and prioritize mitigation improvements, consistent with FEMA’s Watershed Master Planning standards. The grant is issued under FEMA Disaster DR-4673.
The agreement (H1458) establishes a period of performance from March 11, 2026 through May 31, 2028.
The project includes two major deliverables: (1) a Preliminary Stormwater Master Plan, followed by (2) a Completed Stormwater Master Plan incorporating flood modeling, regulatory analysis, pollutant assessment, mapping of vulnerable areas, and recommendations for future capital improvements. The plan must be coordinated with the Miami-Dade Local Mitigation Strategy (LMS) and formally adopted through the LMS process.
The grant also requires strict compliance with federal procurement standards, quarterly reporting, documentation requirements, and submission of mandatory federal certifications including FFATA, Debarment, Lobbying, FACTS, and the Foreign Country of Concern affidavit. | RECOMMENDATION:
| It is recommended that the City Commission approve and accept Hazard Mitigation Grant Program (HMGP) Award for Project 4673-305-P52 for development of the City’s Stormwater Master Plan.
Authorize the City Manager to execute Agreement H1458 and all required attachments and certifications. All work performed under this grant will comply with federal compliance regulations, City procurement policies, and construction standards. | FISCAL/ BUDGETARY IMPACT:
| The total project cost is $288,205, of which $216,153.75 is funded by FEMA under the HMGP program, and $72,051.25 represents the required local cost share (25%).
Reimbursements are tied to deliverable approval:
• Task 1 – Preliminary SWMP: $179,055
• Task 2 – Completed SWMP: $109,150
DEM will only reimburse allowable costs incurred during the agreement period and supported by adequate documentation.
The local match will be programmed within the City’s Capital Improvements Program budget upon acceptance and execution of the agreement. |
