RE: Resolution No. R2026-106 Approving acceptance of Florida Department of Environmental Protection (DEP) Legislative Funding Award for Highland Village Drainage Project – Phase 1 (Sponsored by City Manager Darvin Williams)

Description

BACKGROUND ANALYSIS:

The City of North Miami Beach has received official award notification from the Florida Department of Environmental Protection (DEP) for Legislative Funding Award L0507 in the amount of $325,000 for the Highland Village Drainage Project – Phase 1. Highland Village has experienced long-standing flooding conditions during heavy rainfall events due to undersized drainage infrastructure and the lack of backflow protection. This grant will support construction of Phase 1 improvements including installation of backflow preventers, replacement/upgrading of drainage pipes, and targeted system enhancements to reduce localized flooding. Construction is anticipated to begin October 1st, 2026, with project completion expected by December 31st, 2027.

DEP requires several documents no later than August 21, 2026 to draft and execute the grant agreement. In order to secure the funding, the City must formally accept the award through a Commission item.

 RECOMMENDATION:

It is recommended that the City Commission approve and accept the DEP Legislative Funding Award and authorize execution of the DEP Grant Agreement once received. The grant does not require a local match. All work performed under this grant will comply with DEP regulations, City procurement policies, and construction standards.

 FISCAL/ BUDGETARY IMPACT:

The DEP award provides $325,000 in funding for drainage improvements. No City match is required. Upon execution of the DEP agreement, the funding will be incorporated into the City’s Capital Improvements Program budget.
